As an Overseer, you're not just spinning tales of the macabre - you're crafting adversaries that will challenge your Hunters, push them to their limits, and sometimes, make them wish they'd stayed home.
In Obscured, Horrors range from level 0 to 25, with 25 being the absolute pinnacle of terror. The level of a Horror isn't just a number - it's an indicator of the challenge that lies ahead. A group of three Hunters of the same level as the Horror should find the encounter moderately challenging - not a cakewalk, but not an impossibility either.
Most of a Horror's attributes scale with its level, making it vital that you choose the level wisely. The level sets the stage for the encounter, affecting how your Hunters will fare and how the Horror will respond. Should your Hunters be breezing through encounters or finding themselves in over their heads, don't hesitate to tweak the Horror's level to better balance the combat.
Remember, your goal as an Overseer isn't to defeat your Hunters - it's to create an engaging, exciting narrative that keeps them on their toes.
